Does Peter know how to use Tatsumaki Senpuu-Kyaku? Yes.
Does he know how to say it? I…i'm not sure what he said so that jury's still out on that one.
Clearly, Peter would do better in a Pokémon battle. At the very least he could use Rollout.
This was probably to soften up the producer's twitter post about the Japan earthquake,
But ill ignore that and say this is an awesome SF2 tribute.
