   This scene implies that that rattata is king of all the pokemon in the tall grass. I simply can't agree with that, if any rattata was going to be king of anything, it'd be Joey's rattata.

    Okay so, it's been established that Pokemon eat other Pokemon within its' own universe in numerous other websites right? Just as it's been established that People eat Pokemon because when ever they're shown eating they have meat and other animal products.
