    I imagine Suicune would use it's powers over the aurora to conceal itself with light…or not. Either way.
    As for Entei, who needs to hide when you can just sleep-walk straight through buildings?

    I dunno. Perhaps, similarly, we should ask "Why can't we encounter these creatures outside of the tall grass? Do they bare similarities to vampires and other undead and are weakened by sunlight? But then again, what of the games that implement the Real Time Clock feature, such as Crystal and Diamond/Pearl? Even at night, you can only encounter these creatures in the tall grass. So perhaps, we come to consider that the tall grass is the source of life for these creatures? Perhaps being outside of the tall grass is dangerous to their health. Perhaps, after being out of the grass for too long, the life force of Pokemon is drained? Surviving out of tall grass for extended periods of time is impossible for them. Maybe they're not hiding. Maybe they're restricted to tall grass due to some unnatural need for its sustenance. Maybe, by catching Pokemon, we're actually dooming them to a slow and painful death, keeping them out of the tall grass they need to survive!"

    Or…

    Or we could just say it's because the game designers will it. =|
