    I was under the impression the man was there just to make sure no one wandered in stupidly. I mean, almost nothing can stop Mewtwo, so he must be there by choice- ergo, the man was there to stop anyone wandering in and meeting an unlucky death-by-coincidence.

    Notice how Mewtwo is found in the middle of a water source when you face him. Mewtwo doesn't know surf and he certainly doesn't have any Pokemon that know surf. Even he has to obey the laws of Pokemon.
