It's a BREEZE thinking of all these puns. They GUST come naturally to some, while others need time to think about them. Also, does anyone know the STRATUS of my tuxedo? I need to clean off the CONTRAILS. I know I should stop being so CIRRUS, but I have CLOUDed judgement when I am nervous.

this actually makes more sense than the Nintendo view on it. You could jump on a turtle using any kind of shoes if you jump high enough,
but without this it's impossible to ride a cloud yourself.

However the Lakitu here isn't so much riding a cloud but some contraption. The cloud is likely superheated steam and an (unintended?) byproduct of the machine.

Thus, by jumping on the unprotected head you can easily kill it, but contact with the underside would be hazardous.
