I'm not gonna Raichu a long-winded explanation,
but Brock is is *probably* going to Pikachu in the shower.
But in all seriousness, it wouldn't be funny if the picture were a Raiden Raichu.
It's a visual pun, it's funny because it's NOT a Raichu, but a pikachu cosplaying as the God of Thunder.
Raiden Pikachu fires all of his skills from his middle finger.
Even volt tackle.

A pikachu dressed as raiden is a much cooler evolution than this…thing:

The fact that his mouth has a disconnection on it, and if you cover the disconnected part it makes him look like he has a cocky smile on, makes this picture that much greater.
