    OBJECTION!: This Magikarp's Hp is too low to be a level 19 pokemon! A Magikarp with no EV's and a base Hp IV of 0 would have at MINIMUM 36 Hp.

    Given the power and fighting techniques of a level 19 Magikarp, I'd say we still have at least until August next year before he evolves. In the mean time, I will seek out the greatest scientists in the world and gather them all in to one laboratory, attempting to create an enormous B button to stop it from evolving.
