    I don’t think the level difference means anything here. That only applies to OHKO moves. Other ‘Can’t Let You Do That’ possibilies would be Wolf having Imprison and both sharing a move (not all that likely, either) and type immunities (More likely. Wolf’s Steel (or functional equivalent) armor could protect him from Poison attacks.)
