I personally think they could've done something with Pokemon Puppet Pals rather than reuse a buff Pokemon joke.
Pikachu, the Lance Armstrong of the Pokemon world. After winning 7 Pokemon leagues he is accused and convicted of doping based on evidence from former team-mates Bulbasaur and Pidgeotto. Pikachu denies all charges but is barred from battling again but he doesn't care cause he's still got his yellow jersey.
