This is actually quite true, the bullet knows the spy is there, and does not care. The bullet laughs at the Heavy's impending doom.
The heavy has obviously been outsmarted by the bullet himself, actually. That's an empty casing.
Protip: Before taking the screenshot, set your graphics settings to as high as it can get. That way it will look good.
You don't need to outsmart the bullet, just survive the encounter with it.

Bullets aren't that smart, however, the Heavy is even less smart, the bullets are his portable library of wisdom. Too bad they don't know how to talk with him. :(
